This really depends on the restaurant that you pick. For a really fine dining experience you need music, appropriate lighting, friendly staff and correct temperature.

Staff

To be greated at the door and escorted to your seat or seat yourself. To find a place to sit with the right amount of light and pleasant surroundings

Service

Service is one thing that will make or break your meal. You want the personal attention that you deserve. The wait staff should figure out automatically who is in charge at the table, who will pick up the tab. This is not a difficult task. Respect should be a big factor in waiting on any table. A wait person can make or break a dining experience.

Presentation

Presentation of the dinner, no matter how many courses, is what the meal is all about.

Time

Time is also a big factor. You want just to be recognized, that's all when you first arrive. Menu's should be presented when you're seated. Preferable drink orderes taken. And each course served at the appropaite time, instead of all at once.
